Site Council is a group that represents the teachers, administration and parents of a school. Responsibilities of Site Council include filling the role of planning/monitoring committee, with a main tool of Single Plan for Student Achievement (SPSA), a state required plan that is the basis for all use of Categorical Program Money (Categorical Funding being money allocated by the state and federal government that has a specific purpose and guidelines for use). SPSA components include the following:
- Student Data
- Goals and Objectives
- Budget
- Assessment
Site Council does NOT:
- Raise money
- Plan events (ie PTA)
- Manage the school
- Discuss personnel
- Discuss parent complaints
- Supervise staff/principal
Site Council DOES:
- Develop and review the School Safety Plan
- Is a place for parent input on textbook adoptions
- Serves a critical role in state monitoring of Categorical Programs (CPM)
- Reviews and offers input on the District's Local Education Agency Plan (LEAP)
- Develops and distributes annual Parent Survey
Site Council functions as a formal organization, monitoring regulations for the following:
- Selection of members
- Bylaws: not required by law, but strongly suggested to help in running of the Council, including roles to be filled by members
- Agenda Requirements: posted 72 hours in advance in a public place, including date/time/location of each item of business, and including time for public comment
- Meeting conduct: Acting on agenda items only, using agreed-upon procedures (ie Robert's Rule of Order), maintaining meeting minutes/keeping for three years, providing meeting sign-in sheet, and providing copies of the agenda and all materials to the Council (usually ahead of time)
